In the Desktop program you get 1 free State Program Download, so you probably would use AZ as your free state for all AZ returns. Then you would have to buy WI for $45. THEN it is $25 to efile EACH state return including the first one. Or you can print and mail state for free.
You get 5 federal efiles for free, if you have more you can print and mail the rest. You can file 3 state returns for each federal return.
