Premier is the Desktop program. (Online it is called Premium). So you get a free state program download in the Desktop program. So you should be able to download NY. Then you can efile NY for free. So no cost to download NY module or file.
How/where did you file Federal? Did you efile and was it Accepted? Did you use your Desktop Premier? Open your federal return and go though the State tab. But first you may need to tell the Turbo Tax program that your federal was Accepted. Open your return and go up to menu item
File > Electronic Filing > Check Electronic Filing Status
Then save your return with the status. Go to File-Save.
