With online TurboTax you get one return per fee. Federal and state returns are priced separately.
If you have multiple returns to prepare, then desktop download software is more cost effective. With desktop software you can prepare and e-file up to five federal returns and the state returns that go with them---for the price of the download. There is a state e-file fee that can be avoided if you print and mail the state.
