Was anything reported in your NJ wages box 16 on your W-2? If not, then entering $0, will not have any type of negative affect.
Your other option as you stated, is to go to the Other Wage adjustments-W-2 page and enter Difficulty of care or IHSS payments with a negative amount. This will remove the income from your taxable NJ income.
