Are you referring to owing $216 for TurboTax fees---- or do you mean that you have a federal refund and owe the state tax due? Please explain clearly.
Did you choose to pay your TurboTax fees by having them deducted from your federal refund?
If you mean you are getting a federal refund and owe tax to the state:
The federal and state treasuries are completely separate from each other.
Your state tax due cannot be paid from a federal refund.
And….your federal tax due cannot be paid from a state refund.
Neither refund can be used to pay the amount due to the other one.
