To work around a blank state ID number, enter the Federal ID Number as a placeholder for State ID number. The state ID number will not impact your tax return if it is blank on the W-2. If the field asks you for a state ID number in a specific format, "exactly 5-digits and ending in ABC", for example, you can enter a value that conforms to that format . . . such as 11111ABC. This will allow you to fix the issue and continue your return.
@xmasbaby0 is correct in that if you were working in Arizona, there's a secondary issue. It's possible you may be responsible to file an Arizona nonresident return. If you worked in Arizona for 60 days or more, your employer is required to begin withholding Arizona income taxes from your paycheck, and you will be required to file a non-resident income tax return. If your W-2 does not show any Arizona withholding from your wages while working in Arizona (and you were there for 60 days or more), you may have income tax due.
