Taking a photo is not one of the ways to add a 1098. If it is a 1098 from a mortgage lender, you might be able to import it from the lender's site---if they are partnered with TT to allow imports -- or you key it in by hand.
If you have a 1098T or 1098E, you key those in by hand.
