Are you using the Online version or the Desktop program? I just tried it again in my Desktop program it was showing Needs Review, I edited the 1099R and went though all the screens to the end of the section and the needs review went away. Did you go though all the 1099R screens to the end? Try updating your program. There have been several updates yesterday and today. Go up to Online-Check for Updates
