If you are the one who has physical custody of the child, you can claim the child as a dependent but you need the SSN. We cannot advise you as to how to get that SSN. I do suggest that you wait to file your tax return---even if you have to request an extension--- until you get the SSN. TurboTax cannot find or help you get the child's SSN.
