If you used the Free online edition from TurboTax there are no charges for filing a tax return. Nor are there any charges for you to access your tax return after filing.
Once the federal tax return is e-filed and accepted by the IRS, there are no charges to see the status of the federal tax refund on the IRS website - https://www.irs.gov/wheres-my-refund
A $15 charge is nothing from TurboTax and is not shown anywhere on any of the TurboTax websites for accessing a tax return.
If you were charged for something with TurboTax as the payee then you need to contact TurboTax support and speak with an agent. Use the key words Billing Issue
