Wow, that's a lot of questions in one comment! So I'll try to address as many as I can.
If using Online TurboTax thru Fidelity, in order to get the Fidelity discounts one must begin the return at the Fidelity website's TurboTax portal through a Fidelity link and continue working on it there. I've provided more info below, but if you need additional help from TurboTax Support re: Fidelity discount and pricing, I'll provide the contact method at the end of this comment.

If you used Online TurboTax last year, and if you choose to use Online TurboTax again this year, you must use the same Intuit Account (same Intuit User ID) as last year, and then the 2022 data should automatically transfer into your online 2023 return. Again, be sure you begin with the discount link at the Fidelity website before signing into your TurboTax account.
Sorry, I don't work for TurboTax and can't tell you the details of the prices of the discounted editions at the Fidelity.com special offer. There are different Fidelity discounts and have no way to look at that offer. Not everyone gets the same Fidelity offer. Pricing there on the Fidelity site can depend on the type of Fidelity account and the Fidelity customer assets tier. Some Fidelity users may only get offered a 20% discount while others may get an offer of Online Premium for $0 ($5 for desktop Premier version.) And the $0 Online offer for Premium Federal, "may" also include $0 for state--at least for some.

Be sure you are reading the offer correctly. Some Fidelity users who are in a high enough tier to get a $0 Federal online return in Premium also get a $0 state return, while folks in lower tiers who get the 20% discount generally pay extra for an Online state return. Again, I don't know if "your" specific Premium offer includes a $0 state return preparation or not.
3) The Premier (CD/download) ($5 ... presumably for both returns??).... Does this require a CD download or a download via internet? and what about the carryover data I need??

Desktop Premier can prepare both Federal returns and state returns. It includes a state program that is later downloaded into the product when you're ready for it. In the desktop software there is, however, a $25 fee to efile each state return (except no efile fee for NY state.) There is no extra fee to print and mail the state return.
Desktop Premier is available either on a physical CD or as a downloaded installation file that you execute to install; the latter is more convenient. As for your carryover data from 2022, since you used Online TurboTax last year, you can download the *.tax2022 data file from your Online TurboTax account onto your computer and transfer the 2022 data into your 2023 return when you start a new 2023 return. When using desktop software, the tax data files and any PDFs are stored locally on one's computer and not in an Online account. They should be backed up and archived somewhere safe and secure, to protect the sensitive files from computer crashes, ID theft, etc. I would also archive a copy of the downloaded installation file somewhere, and make sure to save the license code somewhere--either in your physical files or a *.txt file archived with your returns, etc.
If you choose to go with desktop software, I'll tell you how to find and download the *.tax2022 data file to your computer in another comment.
