Who is he? A dependent? Your spouse?
If you are claiming someone as a dependent or CAN claim someone as a dependent, then the 1095-A goes on your return. The Premium Tax Credit will then be based off of your income. If your income is over 400% of the federal poverty level.
If this is your spouse, then the credit will still be based on your household income. If you file jointly and are not eligible for the credit, then you will pay it back on the joint return. If you file separately, he will end up paying it back because the credit is not available for those filing as married filing separate.
