I paid to e-file state return. Federal return was rejected because someone claimed our dependent; so now the state return is rejected. I WANT A REFUND OF EFILE PAYMENT.

There are no e-file fees for either a federal or state tax return when using the TurboTax online editions.  The TurboTax account fees are for the use of the software to assist in completing a tax return.  The account fees are the same whether a tax return is e-filed or printed for mailing.

We purchased the Turbo Tax software cd at Costco. Turbo Tax does charge an e-file fee to file a state return. Only federal is free. Does an actual TT representative answer this or just TT users?

Thank you Don.  I'll contact the support center as my invoice (emailed to me from TT) specifically titles the charge "TurboTax State Return Tax Year 2017 EFILE" for $24.99.

The icon on your post indicates that you are using the Free online edition, not the desktop CD/Download edition.  That is the reason why I commented the way I did.

The TurboTax CD/Download editions charge a state e-file fee, which is currently $24.99, for each state tax return e-filed (except for New York state which is free).  The state e-file charge can be avoided by printing and mailing the state tax return.

Since you were charged for the state e-file and were unable to e-file the state tax return, then you will need to contact TurboTax support for a refund of the state e-file fee.

When entering your problem on the Support website use the key words billing issues.  Do not use the word Refund or you will get information concerning tax refund.
