Why do they sell an incomplete non fully functional program ?
1) because the public will buy it that way and they actually demand it
2) to lock in market share because all the DIY programs do the same thing
As to the state downloads not working yet ... this happens in some fashion each and every year and time will be needed to get it fixed. Of course at the end of the year the holidays get in the way and slow the tech team from getting things fixed fast so patience will be needed.
