Maybe it thinks your SSN (Recipient's TIN) is the same as the Payer TIN? Try deleting the 1099R and reenter it manually. Then be sure to go all the way to the end of the 1099R section.
If your efile is rejecting your payment info did not go through so you are now late. Maybe you better pay the tax due asap directly online at the IRS and then take out your bank info for the payment and say you will pay by check. If you can't get it to efile you will have to print and mail it.

Be sure to attach copies of your W2s and any 1099s that have withholding on them. You have to mail federal and state in separate envelopes because they go to different places. Get a tracking number from the post office when you mail them for proof of filing.
