When you paper file a return to the Feds or State you must always attach copies of all W-2 forms and any other forms that have withholding on them. Same rule still applies as when all returns were paper filed years ago and the filing instruction page that prints with the return tells you this information. Comply with the state's request ASAP as the return will not be processed until you do.
