The underpayment penalty is not coming from TurboTax, it is coming from the IRS.
If you paid less than 85% of your taxes due, you face this penalty.
I can't speak for the policies of Block, but I will affirm that TurboTax does not want users to face additional interest payments on unpaid penalties, so the program does calculate the penalty if needed.
