If your TurboTax e-file was rejected, it's as if you never filed at all. That's from the IRS standpoint. So you should've made arrangements for payment of any taxes due through the new filing service.
Since you actually e-filed using TurboTax, your charges will stay and go through on your credit card.
But since you decided to use another service, you may find a Customer Service rep that will agree to refund your TurboTax fee. (I'm not especially hopeful, because TurboTax did fulfill their part of the agreement). Nevertheless, it's worth a shot to try. Use the info I'm linking below to contact TurboTax Customer Service.
