If you have a Windows version of TurboTax 2022, the fix (workaround) is easy:
1. First create an empty directory in root C:\attachment
2. Go to View > Forms and open form "Sch B Form 1116", then go to File > Save to PDF ...
3. The pop-up window has the form selected for you; click on 'Save as PDF' at the bottom.
4. Save the file as C:\attachment\Form1116ScheduleB.pdf
5. Review the contents of your C:\attachment directory. There should be only one file there named Form1116ScheduleB.pdf
6. Navigate back to TurboTax page "Transmit Your Returns" and press the "Transmit Returns Now" button
7. The e-file should succeed now
8. After successful transmission don't forget to remove the directory C:\attachment, otherwise you may accidentally transfer its contents with your e-file next year

I can't believe Intuit didn't fix this bug after a year and didn't at least train their specialists to provide users with these specific steps.
