Yes, you must report all stock sales so you can show the loss. Otherwise, the IRS received a 1099-B for you but they don't necessarily have your basis or anything else so they do not know it is a loss.
Also, if you have other reportable income, you must include any and all income on your return. Then you must show the loss on your return.
