The TurboTax software that was purchased has to be installed on a personal computer, either using the CD or a Download. During the installation of the software you are asked to enter the 16 digit license code.
You are posting from the TurboTax online editions which do not use a license code. You did Not purchase one of the TurboTax online editions so there is no reason for you to be using the online editions.
