Not sure what you are trying to "link." If you use the CD/download then your tax return and the tax file are stored only on your own hard drive, not online in an online account. Make sure you back up the file to a backup device like a flash drive or an external hard drive so you do not lose it in the event of a computer crash, etc.
If you are asking if you can transfer a 2021 tax file to a 2022 return, you can do that. It must be done at the very beginning before you enter any new 2022 information.
