If $690 was your total income for the year, it's highly unlikely that you're officially required to file. Here’s the dollar thresholds for filing, according to the IRS. Scroll down to Chart A, but use Chart B if someone else claims you as a dependent. Chart C has some other circumstances calling for a return, such as the receipt of tips that went unreported (and many others that I’m guessing are irrelevant to you).

 

However, if you’re not otherwise required to file but have withholding (in either box 2 or 17 of your W-2), you can still choose to file, for a refund of that money (and that’s the only way to get it back). The possibility of an additional refund from certain “refundable credits” (like from tuition paid) is sometimes another reason to file (but likely doesn’t apply here).
