I would suspect your refund was offset. When you spoke with the IRS, they may not have been aware of any offset yet because that is handled by the Bureau of Financial Service. I would call the number below.
The IRS and State Governments have the ability to offset a refund to pay for certain past due debts. You generally will receive a letter stating what the offset was for.
