This is a common theme in January—the state is open for e-filing, but you can’t file yours because a form isn’t ready yet. Forms which changed have to be redesigned graphically, and the technology reconfigured— not only in their system, but also in the interface between them and us. (But rest assured that everyone is scrambling behind the scenes to get this done!)
In this case, both California and Connecticut are indeed open for e-filing. Neither of you (@doppleganger, @Steveq0196) mentioned a specific form which might be the bottleneck, but you can check on availability here (for California) and here (for Connecticut). (Also, your federal e-file goes directly to the IRS, not through the state first, so there should be no problem with that one because you had to wait on the state.) I hope you’re able to file soon!
