Tax relief for no income

I was a WA resident in 2020. In 2020, my new employer erroneously withheld 1 month of VA income tax (roughly $1200) before I corrected it to WA (no state income tax) and because I never filed a VA non resident return for 2020, I never got that withheld money refunded to me on my federal tax return. Do I need to amend my 2020 federal tax return and file a VA 2020 non resident return to get that $1200 back?

 

Back in 2020 I filed a 2017 tax amend because I apparently had domicile established in 2017 for consecutively more than half the year in WA but I still paid $500+ taxes to VA when in fact I should've filed a part year non resident return to VA and the time I earned the income was in WA so I don't need to pay VA tax. But it's been almost 3 years and I never got the check sent to me. I had faxed and mailed all. How should I follow up on this with VA department of taxation?
