Re-read-------you have to use the same account and user ID that you started the return in last year. In order to access that incomplete return you have to start a 2022 return and enter enough stuff to get the side menu to open up and give you access to the 2021 return. THEN you can follow the steps to use the CD/download software to finish the 2021 return.
