Ok ... you must log into the Self Employed ONLINE program  OR  use the Home & Business or  Business DOWNLOADED programs  to access the QEF tool.    If this is your first time online this year you must fill in a few personal info screens to get the HOME screen menu to populate ... then scroll down and click on create W-2 & 1099 ... be aware that you cannot efile them until January.
