These are 2 separate issues ... whenever you get the 2020 refund you can pay the 2021 tax bill but the unprocessed 2020 refund cannot be applied to the 2021 balance due directly. Penalties and interest are accruing on the unpaid balance due since April so don't wait to make the payment if you can afford to pay it now.
