Most users will employ the safe harbor method to avoid penalties which is the easiest method to use to avoid the annoying form 2210AI. And most folks cannot compile the info needed "quarterly" for the 2210 form as they don't keep detailed records and don't understand how to break out the credits and taxes as needed for the 2210.
