Two different states

I left the military beginning of last year and my residency is KS but in the summer I moved to CA for school and don’t have a job but I am using the GI Bill to pay for rent and expenses. My license and car registration are still KS and I am not dependent on my parents nor do they claim me on their taxes. Do I still need to file for CA state taxes?

Q. Do I still need to file for CA state taxes?

A. No, unless you earn money while in CA (e.g. part time job).

You are still a KS resident, for tax purposes because you were a KS resident before you went away to school.  Out of state students are only considered as being temporarily away from their residence state.
