Here is the basic situation - with that, is filing a tax return for NY State required?

Income -- 1099-NEC - total amount ~$1,300

Payer/Issuer of 1099-NEC based in NY

Taxpayer is undergraduate college student in NYC, home address in TN

No other income

Your income is below the State of New York minimum filing requirement of $3,100 (dependent filer) and $8,000 (non-dependent single filer), so you don't have to file a tax return there.
