Will I be charged a fee for refund advance?

There is no fee for the advance.   If you use a paid version of the tax software there is a fee for using TurboTax.  And if you choose to pay the TT fee from your federal refund, you pay a "refund processing fee" of $40 ($45 in CA) for having a third party bank handle that for you.
