There's a bug. I clicked pay with a tax refund when I select "plus". And then accidentally switched to "Deluxe", it wouldn't let me do "clear & start over". I have to end up pay with a card. I do not need the "Deluxe" function. How do I get a refund on the payment plan? And I didn't even file 2017 tax through turbo tax, so I actually don't need any of these payment plans.
Did you already actually pay with the credit card? i.e, did you already pay for Deluxe?

I'm not sure what you mean when you wrote "payment plan" and "I don't need any of these payment plans." Are you referring to the product fees? It sounded like you were asking about how to remove the Deluxe fee, but it's confusing when you referred a couple of times to a payment "plan."
In any case, if there is a fee issue, you'll need to discuss it with Customer Support as I mentioned below.
You can talk to TurboTax Support, explain what happened, and see what they say. I'm not sure what they will do. They might say that continuing on to pay agreed to the terms.
