You may have a refund offset, or you may have selected the Refund Processing Service (also called pay-with-your-refund) gives you the option to deduct your TurboTax fees from your federal tax refund.
A refund offset is when an IRS refund is reduced or intercepted to pay off delinquent debt, such as past-due child support, outstanding student loans, or unpaid state income tax.

i chose to have my fees taken from my federal and got an update with ddd 3/2/2020 and code 203. I don't owe any child support, unemployment or student loans but I did opt to have the $70 taken out of my federal.
