Taking standard deduction reduces state refund

While doing my 2019 tax return, i realized that even though turbo tax recommended me taking the standard deduction because it would increase my federal refund, but by doing so, I would pay extra in my VA state taxes. I went back to my 2018 return and changed to itemize (since i was just under the itemized limit). This change would have increased my state refund over $700, while reducing my federal by $100. Is there any way to correct this for the previous year

The only way to change a return is to officially amend it.  You would need to amend your 2018 federal and VA returns.  I'll share a TurboTax FAQ linked below for amending a prior-year return.  The instructions are quite specific, so be sure to follow them carefully.

Additionally, know that amended returns cannot be e-filed.  They must be printed and mailed.  I also suggest mailing using a method that requires a signature to confirm receipt.

How do I amend my 2018 TurboTax Online return?
