REFUND NOT PAID

Filed 3/2. First accused of identity theft (5747C letter). Went in person & verified identity. (Six hours on phone and 2+ month delay to get appointment. TWO other taxpayers there when I arrived.) I asked why we were accused. IRS rep said "Big refund.". NOT DONE YET: 2 days later, CP05A letter arrives demanding all our withholding documents. (Don't they have that data?) Web upload page does not work to do it. Faxed and uploaded documents by phone a month ago. Feel like they are just slow rolling me and looking for new excuses not to pay. Don't know, but intend never to get a refund again even if we incur penalty.

Large refunds are being scrutinized to prevent fraud. While the IRS has copies of your forms they want to make sure that you also are in possession of them and so are eligible for the refund.
