Paying with refund

Hello, I was interested in paying my $29.99 state file fee with my federal refund, however when I go to do so it says there is a $34.99 additional charge. Is that charge $29.99+$34.99 or is it $5.00 more than the $29.99 totaling $34.99?

There is a additional charge of $34.99 for pay your filing fees using your Federal return.
