TurboTax (and all, other tax providers) do not actually "send" your tax return to the IRS or state. They make it available on the special e-file server that the IRS and states can access and "poll" for tax reruns who then pull the return. That is done on a random order and TurboTax has no control over when the IRS or state will poll for returns. Your state might be having problems.
