The only two ways to track your refund would be through Turbo Tax or the IRS.
For states, use your state's refund lookup.
You may try to contact an IRS representative at 1-800-829-1040 but they can research the status of your return only if:

Did you efile the Federal return? If so, first make sure it was efiled successfully and accepted. If you efiled both Fed and State, then it was probably accepted, otherwise the state return wouldn't have processed.
Log into your Online account.
What is showing for the return "status" for the 2018 Federal return? Does it show accepted?
If so, what do you see at the IRS website below for the status of your Federal refund?
https://www.irs.gov/Refunds
NOTE: When using that tool, use only the Federal refund amount, and not any total refund amount that includes a state refund. The amount to use is on your Federal Form 1040, Line 20a.
If that IRS tool shows that the refund has been sent, report back for more info.
If the IRS tool says it is still "being processed", we can tell you how to speak to a live agent at the IRS to see if they can tell you anything about the delay. And if you can't get good info from the IRS, how to seek help from the IRS Taxpayer Advocate Service.

Where is my refund at?
Only the IRS and your State control when and if a Federal or State tax refund is Approved and Issued.
Once a tax return has been Accepted by the IRS or a State, TurboTax receives no further information concerning the tax return or the status of any tax refund.

After the tax return has been Accepted by the IRS (meaning only that they received the return) it will be in the Processing mode until the tax refund has been Approved and then an Issue Date will be available on the IRS website.
See this IRS website for federal tax refund FAQ's - https://www.irs.gov/refunds/tax-season-refund-frequently-asked-questions
When you go to Where's my Refund, the site will provide you the date you should expect your refund once your return has been processed and your refund approved.
TurboTax does not receive updates from the IRS once they have accepted your return.
Where’s My Refund? has the most up to date information available about your refund. The tool is updated daily (usually overnight) so you will just usually need to check once a day.
For more on the timing of your refund please see this TurboTax FAQ.
If you are anticipating a state tax return refund those processing times vary from state to state. To check on a state refund please visit your state Department of Revenue website.
TurboTax does not receive updates from the IRS once they have accepted your return. The IRS reports that they issue 9 out of 10 tax refunds within 21 days, it's possible your return may require additional review and take longer to process. @Smurphy456 You can track the status of your return on the IRS Where's My Refund? site? That is where you will find the most up-to-date information regarding the status of your tax return and a specific date of when to expect your refund.
Per the IRS, most refunds are received within 21 days from the time a return has been accepted and a refund option is selected.
For additional information, please see the TurboTax FAQ When will I get my IRS refund?
If it has been over 21 days since your tax return has been accepted, please see What if my IRS refund is taking longer than 21 days? for information on contacting the IRS.
Unfortunately, TurboTax does not receive any updates from the IRS once your return is "Accepted". If the Where’s My Federal Refund? site shows your tax return is processing, during this time the government reviews your refund. During the review process, they look for math errors on your return (extremely rare in TurboTax) and they also check if you owe back taxes, unpaid child support, or other debts.
If they need to make any corrections, they may offset (reduce) your refund. In some cases, the correction might even increase your refund.
Once that part's done, the government approves your refund, which means it's ready to be deposited or sent. At that point the IRS site will update with a direct deposit date.
The general timeline of e-filed returns is: Transmission > Acceptance > Processing > Approval > Refund.
Note: Once your refund status on the IRS shows "Refund Sent" it can take 1 to 5 business days approximately, for the financial institution to deposit fund into your account.
