How do i get a refund on illegal fees

What illegal fees are you referring to?

filing a 1040 is suppose to free based on my gross income which is under $17000.fees were $119.95

The TurboTax account fees for using the online editions are not illegal.  You used the wrong online software for your tax return.  The Free File Program online software should have been used on this website - https://turbotax.intuit.com/taxfreedom/
