Tax returns cannot be e-filed using the TurboTax software until the forms and schedules included in the tax return have been finalized for filing. Click on Review for a list of forms and schedules included in the tax return and the dates available.

The IRS will hold all 2017 tax returns that have a tax refund which includes EIC and/or the Additional Child Tax Credit until mid-February 2018. The IRS will release the tax refunds in late February if there are no errors on the tax return.
Everything is later this year because the IRS waited to see what was in the final Tax Reform bill that was passed in late December,
My return was accepted by the IRS on 1/19. Not sure what that means in regards to the "opening date" of 1/29
