Form 3800 - has it worked in past years?

I'm looking for Form 3800 (General Business Credit) to claim Form 8908 (Energy Efficient New Home). TurboTax has said Form 3800 would be available Feb 1; then Feb 8; and now Feb 15. Before I wait too long, does anyone know if Form 3800 exists and if all credits can be added on it? Or should I seek a different tax filing method?

Haha, looking at the form availability list is like looking at a list of delayed flights in a snowstorm. Form 3800 has had the classic rolling delay. "I'm guessing it'll be ready this week!"

I see It's delayed again - now only ready  Feb 20th!

Turbo Tax did this last year as well, per many people complaining!!.

Mine just updated to "ready soon"... fingers crossed.
