Note sure what you mean concerning a code delay for 2019.

The TurboTax online and desktop editions are currently available.

Online 2019 editions - https://turbotax.intuit.com/personal-taxes/online/

Desktop CD/Download 2019 editions - https://turbotax.intuit.com/personal-taxes/cd-download/

 

Various IRS form and schedules have not yet been finalized for filing.  See this TurboTax support FAQ - https://ttlc.intuit.com/community/forms/help/irs-forms-availability-table-for-turbotax-individual-personal-tax-products/01/26224

 

The IRS will start accepting 2019 tax returns on January 27, 2020
