Double filings?

If one attempted to file with a tax preparer but their taxes were rejected, are they obligated to file with them? Or can one file their own taxes on a platform such as TurboTax?

If your file is rejected, you can choose to file elsewhere. You do need to be sure and let the preparer know you are filing elsewhere. So they do not fix the return and re-file.
