Didnt receive my 2019 refund

I filed my 2019 taxes in April last year and I didn't get a notice until around November that the reason I hadn't received a refund yet was because they couldn't prove that I had health insurance all year and required me to send the proper form. I moved in June of last year so I didn't receive this mail info until last month when I visited my family's home. TurboTax has already gotten their payment for filing but I haven't received anything yet and it's affecting my stimulus payout as well. How do I get those documents to the IRS?

The IRS has provided guidance about filing health care forms.  Please see this link for the information.

Under the Tax Cuts and Jobs Act, passed December 22, 2017, the amount of the individual shared responsibility payment is reduced to zero for months beginning after December 31, 2018.

Beginning in tax year 2019, Forms 1040 and 1040-SR will not have the “full-year health care coverage or exempt” box and Form 8965, Health Coverage Exemptions, will no longer be used. You need not make a shared responsibility payment or file Form 8965, Health Coverage Exemptions, with your tax return if you don’t have minimum essential coverage for part or all of the year.

You may receive multiple information forms that you can use to complete your tax return and will keep with your tax records.
