Are you in California?  You can't use Pay with Refund.

You might have selected to pay the fees from your federal refund.  There is an extra $40 (45 in California) Refund Processing Service charge for that which you can avoid by paying upfront with a credit card.

In the Online version,  If you are in California you need to remove the Premium Service first

Using the TurboTax desktop editions after you selected to have Audit Defense added to your order, go to the File section of the program.  In the Payment section of File click on the blue

Remove

link for Audit Defense.
