If you check the Where's My Refund on the Oregon State website, it states the following:
The Department of Revenue won't be issuing personal income tax refunds until after February 15, 2020. This refund hold is part of our tax fraud prevention efforts and allows us to confirm that the amounts claimed on tax returns match what employers report on forms W-2 and 1099. Please check back on your refund status after February 15, 2020.
