Changes to the life-expectancy tables are published in the Federal Register and from there the IRS publishes them in IRS Pub 590-B. For the changes that were implemented for 2022 and beyond, the fact that the life-expectancy tables were being updated was mentioned in the What's New section of the final version of 2021 IRS Pub 590-B, providing some advance warning.
