You can do that in the Other Tax Situations section of TurboTax. It is under the Additional Tax Payments options, last item - Apply refund to next year.
- Open (continue) your return, if you don't already have it open
- Inside your return, search for this exact phrase: apply federal refund to next year (copy and paste if needed), and then select the Jump to apply federal refund to next year link in the search results
- Follow the instructions on the Apply Refund to 2022 Taxes screen - You can apply your full refund or a portion of it.
